  • 82.4% of new homes sold in 2023 were part of HOA communities.

HOA Facts & Statistics

HOAs or community associations govern over planned “covenant” communities. These may include single family homes, townhouses, condominiums, and other groups of homes.

  • 64.7% of newly constructed homes were part of HOA communities in 2023, down 2.1% year-over-year (YoY).
  • 75.5 million Americans lived in HOAs, condominium communities, or cooperatives in 2023; this number represents 22.5% of the 2023 total U.S. population.
  • Based on the number of new communities, approximately 76.5 million Americans live in HOAs in 2024.
  • 32.9 million homeowners live in secured communities.
  • Among homeowners in secured communities, 4,256 or 11.1% live in neighborhoods behind walls or fences.
  • 28.2 million occupied homes nationwide are part of HOA communities.
  • Approximately 8,000 HOA communities are considered large-scale (i.e., more than 1,000 homes).
  • From 2013 to 2023, HOA resident populations grew 14.9% as homeownership rates increased 1.23%.
  • In that same period, the number of associations increased 11.1%.

HOAs and New Housing

While the rate of new HOAs has slowed, new residential developments includes HOAs at increasing rates. In 2023, 646,000 new HOA homes completed construction while 541,000 were sold.

  • In 2023, 81.2% of newly sold homes were part of HOA communities.
  • From 2009 to 2022, the share of new-built homes in HOAs increased 42.5% while the share of newly sold homes increased 27.4%.
  • 69.5% of new-built homes in the Western United States were part of HOA communities in 2023.
  • 69.5% of newly built homes in the South were in HOAs.
  • 49.2% of new homes in the MidWest and 32.8% of homes in the Northeast were in HOAs.

HOA Industry

While approximately 35% of HOAs are operated by neighborhood volunteers, the rise of the HOA has created a market for professional community managers.

  • Approximately 62,500 HOAs have community association managers.
  • The U.S. market supports approximately 9,500 community association management companies.
  • The community management industry employs over 105,000 Americans.
  • HOA residents pay a total of $108.8 billionannually for professional management services, including capital improvement projects.

HOA Fees

Homeowners’ fees are growing more than twice as fast as the average home value.

  • New York HOAs have the most expensive monthly dues, averaging $990.
  • West Virginia has the lowest average monthly dues at $37.
  • Between 2005 and 2015, HOA fees rose 32.4% while home prices increased 15.1%.
  • While 63% of HOA residents call fees fair, 35% report their HOA is overpriced.
  • Other common fees include:
    • One-time fees such as a “home transfer fee” upon purchase of a property.
    • Fines for property that does not comply with community regulations.
    • Failure to pay fines may result in a lien on one’s property.
    • HOAs may call for “special assessments” to pay for unplanned major repairs.

HOAs Historically

Since the 1970s, American neighborhoods have been increasingly governed by HOAs. “Stranger Danger” of the 1970s and ’80s may have increased in popularity.

  • From 1970 to 1980, the number of residents in HOA communities increased 357%, from 2.1 million to 9.6 million.
  • The number of HOAs increased 260% from 1970 to 1980.
  • From 1980 to 1990, the number of residents increased 208% to 29.6 million while the number of communities increased 261% to 130,000.
  • From 1990 to 2000, the number of residents increased 52.7% to 45.2 million while the number of communities increased 71.2% to 222,500.
  • Between 2000 and 2010, the number of residents increased 37.2% to 62.0 million while the number of communities increased 40.0% to 311,600.

HOA Experiences

While most residents cite positive experiences, critics of HOAs, including the American Association of Retired Persons (AARP), report incidents of selective enforcement and community bullying.

  • 59.8% of HOA residents report positive experiences with their community associations.
  • 26.21% of HOA residents have had a neutral experience.
  • 68.33% of HOA residents report a good or very good relationship with their immediate neighbors.
  • 74.58% of residents have met their community’s managers in person.
  • 71.7% of residents say their HOA provides value and support.
  • 62.6% of residents believe community rules enhance property values.
  • 46.46% of claim their home’s HOA membership had no impact on their decision to purchase.
  • 61.88% of residents attend association meetings.
  • 14.6% of residents say there is nothing bad about living in an HOA.

HOA Drawbacks

No every HOA experience is positive, and some HOA residents purchase homes in spite of HOA membership.

  • 23% of HOA residents report that living in an HOA has made their lives more difficult.
  • 18.3% of HOA residents say paying dues is the worst part of living in an HOA.
  • 17.1% of residents say restrictions on landscaping and exterior projects is the worst.
  • 13.44% of HOA residents report a bad or very bad experience with their communities.
  • 33.0% of residents report that parking is the most likely cause of conflict in their associations.
  • 31.9% of residents say noise is the biggest complaint while 25.1% say pets cause the most conflict.

HOAs by State

In most states, HOA homeowners are in the minority. All data are from 2023.

  • California and Florida have the highest number of HOAs nationwide, with 100,500 active HOAs between them.
  • California has the highest concentration of community associations, with 65.0% of homeowners belonging to an HOA.
  • Colorado has the highest share of its total population living in HOAs (42.48%).
  • West Virginia has the highest rate of homeownership (77.0%) but one of the third-lowest rates of HOA membership among homeowners (5.15%).
  • Mississippi has the lowest rate of HOA membership (3.13% of homeowners), but Arkansas has the lowest percentage of the population living in HOAs (2.15%).
  • HOA residents in D.C. have the largest households compared to the state average (9.94% larger than the average household size).
  • In Florida, HOA households are most likely to be smaller (0.73% smaller compared to the average household).

Alabama

Alabama HOAs have a membership rate well below the national average; 6.47% of owned homes belong to an HOA.

Local development planning processes typically mandate an HOA when approving a new community.
