Can a Tenant Change the Locks in Pennsylvania?

Pennsylvania’s landlord-tenant laws do not specifically allow tenants to change their own locks. As such, it is generally assumed that a Pennsylvania tenant must seek permission before performing this kind of modification. In all cases, though, a Pennsylvania landlord is entitled to receive a new key after the lock change procedure occurs.
