Can a Tenant Change the Locks in Vermont?

Vermont’s laws are fairly silent on whether a tenant can change their own lock. As such, it is assumed that they are able to do so by default unless their lease agreement specifies otherwise. However, it is still best practice for a Vermont tenant to seek permission from their landlord and establish how a new key copy will be conveyed to said landlord.
