Can a Tenant Change the Locks in Illinois?

Tenants in Illinois cannot unilaterally change the locks on their apartment. However, landlords in jurisdictions with 3 million or more people are required to change a unit’s locks after a tenant moves out. Also, Illinois tenants can also request that their locks be changed at any time by providing proof that they are currently a victim of domestic or sexual abuse.
