Can a Landlord Charge a Cleaning Fee in Delaware?

In Delaware, a landlord isn’t allowed to charge a cleaning fee to cover normal or ordinary cleaning. The landlord is only allowed to deduct expenses incurred for damage which exceeds normal wear and tear, or which cannot be corrected by painting and ordinary cleaning.
