HOAs or community associations govern over planned “covenant” communities. These may include single family homes, townhouses, condominiums, and other groups of homes.
- 64.7% of newly constructed homes were part of HOA communities in 2023, down 2.1% year-over-year (YoY).

While the rate of new HOAs has slowed, new residential developments includes HOAs at increasing rates. In 2023, 646,000 new HOA homes completed construction while 541,000 were sold.

HOA Fees
Homeowners’ fees are growing more than twice as fast as the average home value.
- New York HOAs have the most expensive monthly dues, averaging $990.
- West Virginia has the lowest average monthly dues at $37.
- Between 2005 and 2015, HOA fees rose 32.4% while home prices increased 15.1%.
- While 63% of HOA residents call fees fair, 35% report their HOA is overpriced.

- One-time fees such as a “home transfer fee” upon purchase of a property.
- Fines for property that does not comply with community regulations.
- Failure to pay fines may result in a lien on one’s property.
- HOAs may call for “special assessments” to pay for unplanned major repairs.
HOAs Historically
Since the 1970s, American neighborhoods have been increasingly governed by HOAs. “Stranger Danger” of the 1970s and ’80s may have increased in popularity.
- From 1970 to 1980, the number of residents in HOA communities increased 357%, from 2.1 million to 9.6 million.
- The number of HOAs increased 260% from 1970 to 1980.
- From 1980 to 1990, the number of residents increased 208% to 29.6 million while the number of communities increased 261% to 130,000.
- From 1990 to 2000, the number of residents increased 52.7% to 45.2 million while the number of communities increased 71.2% to 222,500.
- Between 2000 and 2010, the number of residents increased 37.2% to 62.0 million while the number of communities increased 40.0% to 311,600.

While most residents cite positive experiences, critics of HOAs, including the American Association of Retired Persons (AARP), report incidents of selective enforcement and community bullying.

- California and Florida have the highest number of HOAs nationwide, with 100,500 active HOAs between them.
- California has the highest concentration of community associations, with 65.0% of homeowners belonging to an HOA.
- Colorado has the highest share of its total population living in HOAs (42.48%).
- West Virginia has the highest rate of homeownership (77.0%) but one of the third-lowest rates of HOA membership among homeowners (5.15%).
- Mississippi has the lowest rate of HOA membership (3.13% of homeowners), but Arkansas has the lowest percentage of the population living in HOAs (2.15%).
- HOA residents in D.C. have the largest households compared to the state average (9.94% larger than the average household size).
- In Florida, HOA households are most likely to be smaller (0.73% smaller compared to the average household).
